Polish Presidency of the EU launches policy questionnaire on challenges facing Collective Management Organisations in the EU Member States

In a context of a significant evolution of the copyright infrastructure due to rapid technological change, the Polish Presidency of the Council of the EU is holding a consultation on the challenges faced by collective management organisations (CMOs).
The first section explores the AI-related challenges for the collective rights’ management ecosystem in the EU, including the identification of AI-generated or AI-assisted output, the licensing of CMOs repertoires for Generative AI training and role of CMOs in enforcement of rights.
The second part examines the relationship of CMOs with online platforms and other online players in terms of negotiation, dispute resolution, and the evolution of their role in the digital landscape.
The third section seeks feedback from Member States on the challenges encountered in monitoring CMOs’ activities.
The last section titled “Independent management entities (IMEs)– old questions, new paradigms?” takes stock of IMEs operations in Member States and the challenges they pose in terms of competition with CMOs.
